By the attached schedule it will be
seen that I propose to employ 1 2nd class Coxswain; 1 End
class Engineer, and 1 2nd class Stoker at new and' enchanced
rates of pay. These men are intended for the medium sized
launch which I have found it necessary to station at Tai Po
as I find that a pinnace cannot cover the extended waters
there with efficiency.
The position is an isolated one, the
crew live entirely on the launch in which the accommodation
is not of the best, and I consider that in all the circum
stances the new rates are necessary to keep a good crew ›
together.

As regards seamen I have never been
able to get satisfactory, mer. at the rates ($9 and $10) Tized
in the Colonial Secretary's Office above referred to. They
are not really seamen by profession.
The seamen on the "Stanley" are the
class I require, and on this subject I have again consulted
Mr. Basil Taylor copy of whose' minute to me I attach,
Chinese rekon that they have a much
easier birth in the "Stanley" than in a Police launch,,
because the former is as a rule at: her buggy at night.
Mr. Basil Taylor, inforns me that the
lowest figure he can get me seamen for the pinnaces in the
Harbour is $10 a month, and I accordingly propose that rate
for second glass seamen,
For 1st class seamen I propose $11 a
month which with ration allowances will bring the pay up to
